problem of configuration

I used EP4cGX150 and EP4CE115 for my new design ,for ep4cgx150 configuration ,i use as mode and jtag mode;for ep4ce115 configuration,i use FPP mode and jtag mode. now i found one problem of my new design ,when I configure the FPGA by jtag,then only 5 seconds later,the fpga is running in reconfiguration step,and the two fpgas come into reconfiguration simultaneously.what's the problem,who can help me ,thanks!
