Hi,

this Problem has been raised already and is due to the JTAG Server and USB Driver comeing with the QII is 32Bit and thus not compatible with the 64Bit Version. You either should install the latest QII (13.0 SP1) or install the standalone programmer with the QII 10.0 already installed as this would Change the JTAG Server and USB Blaster Driver to work on 64Bit...
