Plzz help..."Quartus II 9.0 programmer is not opening"

helloo reader...am using Quartus II 9.0 i have done all the prerequisites to be done before dumping my program into fpga..unfortunately my programmer is not getting opened,can u tell me what could be the problem...am using usb blaster to program my fpga and am using windows service pack2...kindly help me on this to sort out the issue...thanku in advance
