PLL config error of problem

Good afternoon every body

near I creat a new project , my project need use two groups PLL ,

(My use chip - CyclonII EP2C35FC8)

and I reference the pin config ↓

So first PLL input config , I use pin_n2 (50MHZ Input) ,

also two output : 100MHZ & 100MHZ -65°deg .

And second PLL input config , I use pin_p26 (125MHZ input)

also three output : 125MHZ 0°deg & 125MHZ 90°deg & 125MHZ 180°deg .

To here my compilation haven't not problem .

Because my hardware require , So I need change config of second PLL pin ,

but , when I change second PLL input config ,

pin_p26 replaced by pin_p1 or pin_p2 and compilation .

The QuartusII will tell me :

Error: Can't place PLL "Enth:Enth_inst|pll_0:the_pll_0|altpll:sd1|pll" in target device due to device constraints

Error: Can't place PLL "Enth:Enth_inst|pll_0:the_pll_0|altpll:sd1|pll" in PLL location PLL_1 because location is already occupied by node "Enth:Enth_inst|enet_rx_clk_pll:the_enet_rx_clk_pll|altpll:sd1|pll"

Error: Can't place I/O cell "iCLK_50" in I/O pin location Pin_P25 because it is already placed in I/O pin Pin_N2

I don't know understand ... pin_p1 or pin_p2 are clk_input

what can't use pin_p26 replaced by pin_p1 or pin_p2 ...
