please explain use of set_output_delay

I'll let someone else answer that. I think of set_output_delay and set_input_delay in the way I've described in my previous posts. tco and tsu are more intuitive to me, and I use documentation like Table 7-4 to do the conversion to set_output_delay and set_input_delay.
