Phycore5200BIO

is it possible to program the altera cyclone 2 fpga on the phycore5200bio (which has mpc5200 and cyclone2 fpga on it) through the local plus bus between the mpc5200 and fpga without using jtag interface of fpga?if so,can u tell how?
