I'll rephrase the question : Is the EP4SGX70HF35C4N supporting PCIe GEN 2 (5Gb/s) ?

We are using Stratix IV GX 110K and also 70K device and using Gen2 x4 PCIe. So definitely it supports Gen2 pcie. Upto x8, but QSys supports maximum x4 Gen2 only. And there is no feature difference between speed grades as far as I know.

Forgot to add, Speed Grade will affect whether the PCIe hard ip will meet timing or not From the docs, it looks like -2 might be better choice if you would need to use x4 Gen2 PCIe Core on Stratix IV

Which speed grade are you using on 70K & PCIe Gen2 X4 ?? I agree that -2 should be better choice, but the cost is significantly higher ! - Altera_Forum

We are using -2(recently switched to 110K since the design grew). x4 Gen2 PCIe. -3 should meet timing as well, though probably a bit harder.

So, nobody can confirm that -4 supports PCIe Gen2 ?

Answer found in "IP Compiler for PCI Express User Guide" pdf file in section "Recommended Speed Grades" page 22/23 :
--- Quote Start --- For the hard IP implementation, the speed grades listed are the only speed grades that close timing --- Quote End --- ==> stratix iv gx with -4 speed grade doesn't support any gen2 (x1, x4 , x8) ==> gen2 x8 can only be supported using stratix iv gx with -2 or -i3 speed grade
