parallel flash loader

i am working on my own board ,trying to program a flash memory (M29W256GL numonyx) through cyclone 1 FPGA using parallel flash loader ,when i start programming this message appear

Device 1 silicon ID is not ready - waiting for pfl_flash_access_granted to be asserted

although i have connected access_granted to logic 1 but still getting this error ,i am connecting MSEL 1,0 to logic low choosing active serial configuration

note

i do not need to reconfigure my fpga
