nios2-flash-programmer failed!

I Desgin a new EP2C8 board with 8MByte flash(S29Gl064N), but it can not download file with nios2-flash-programmer. please help me!!!

it can run Memory Test example and it's OK!

but only nios2-flash-programmer failed!!!

this is output messages:
