Nios II and TSE MAC Licence

I would like to know the IPs which I mentioned above is same for every version of Quartus II? or one has to be specify for which version of Quartus II, it is needed.

I am using DE2-115 board which has cyclone IVE FPGA. Does it(board/device) also make any difference while selecting those IP?
