MAX7000 Power Supply Problem

I'm using Max7000 cpld.

Sometimes MAX7000 doesn't work.

No signals out.

This happens when it passed some time in state of being off.

Other CPLDs and FPGAs work well on same condition.

Are there any special precautions in MAX7000?

I'm using EPM7064S 44pin PLCC.

    Could be any of a number of things. Correct voltage? Enough bypass / Decoupling capacitors? Pins configured correctly? Another thing to keep in mind is that the 7000-series has only a finite number of programming cycles, somewhere around 100 or thereabouts.
