MAX7000 Power Supply Problem

Could be any of a number of things. Correct voltage? Enough bypass / Decoupling capacitors? Pins configured correctly? Another thing to keep in mind is that the 7000-series has only a finite number of programming cycles, somewhere around 100 or thereabouts.
