Honored ContributorI recommend you don't concern yourself too much with the level of resources in a device (although they are a useful guide).
If you're migrating an existing design run the design through Quartus (the software tools for compiling a design) and target your device of choice. Alternatively, let Quartus choose a suitable device - you can choose a family of parts (such as MAX II) and Quartus will determine the 'best' part, from the selected family, to use.
