Honored ContributorIt can be readout through JTAG if the security bit isn't set.
As far as I'm aware of, MAX9000 hasn't been supported in any Quartus version. See also http://www.altera.com/support/devices/tools/altera/software/tls-altera-software.html Industry standard JTAG tools that are aware of the MAX9000 ISP JTAG codes can also program the devices.
