license for quartus II 4.0 web edition

hi friends...i am a student want to learn vhdl programming. i have quartus II 4.0 web edition but i am having problem with compilation of programs. it give me warnings about license...please help for the license...if you can send me the license file please send me. my email address is ... as in altera website no license available for 4.0 web edition software

    Download Quartus II 11.1sp1 Web Edition.

    If you have a development kit with a Cyclone, ACEX, or FLEX FPGA, you'll need to use an older version of the tools (Quartus II 9.0SP2).
