JTAG ID not consistent with FPGA reference

Hi, I have a board mounted with a cyclone III, the reference of the FPGA on the package is EP3C40 (see picture). When I try to program the FPGA via JTAG, I have the following error : Error (209015...

Hi,

Since FPGA works fine with epcs in AS mode.

Issues may be due to

TCK clock or frequency issue.
Also check MSEL, I know msel is not considered in JTAG mode.
have you followed all recommendation from below links.
