JTAG and AS configuration on Cyclone IV

Hi, I am making a circuit with Cyclone IV and I see various schematics. I would like to understand if I can only use the AS connector in my circuit, and in this case, can I leave the lines...

I do not know the jic method, what does it consist of? And how should I realize the interface circuit between JTAG and memory?
