Issue in erasing EPCQ128ASI16N initial locations

We are using the EPCQ128ASI16N for configuring Stratix IV 360 FPGA. We have programmed this flash in 2019 and now we would like to update the flash and observed that initial content of the flash is not able to erase. due to this when we programmed the new pof file to the flash FPGA is not getting configured. please advice.

    From the picture, the highlighted session is the 1 not being removed?


    During device programing, have you seen the sector is removed?
