The 'development kit' you refer to is actually a software release. That aside, assuming you are using an Altera development kit then a model for the particular Micron DDR2 memory device will (should) be available within Quartus or via Qsys. Providing you use this model - which I encourage you to do - the this will set up all the timings for you and won't have to worry about the slew rate settings as all the board settings will be populated for you.
In addition, with the development kit should be a number of reference designs which will include one or more that instantiate the DDR2 controller. Load up that reference design and have a look how the DDR2 peripheral is instantiated. Regards, Alex
