Honored ContributorOf the two boards you mention I'd recommend the MAX 10. It has newer technology, and includes Arduino headers which give you access to lots of I/O options.
As to the question of FPGA vs CPLD, it's a matter of what project you have in mind. You can't say one vs the other is better in general, that's why both are made.
