I assume from the mention of SP2, that you must have version 11.0 installed. Do you have the subscription edition or web edition? If you look on the web edition page, you will see that Cyclone I series devices are not supported in the latest web edition software.
http://www.altera.com/products/software/quartus-ii/web-edition/qts-we-index.html I just checked 11.1sp1 subscription edition, and it still allows you to select this device family. So you must be using Web Edition.
You will need to download an earlier release of the Web Edition. I'd try 10.1sp1:
