I can't download Altera Monitor Program on the web

Anyone here can share the zip file of program cause i don't see anything to download this program please. Thanks a lot This link didn't works : https://www.altera.com/support/training/university/...

Please, tell me where to find the Altera Monitor Program compatible with Quartus-II 15.0, many tutorials address it but I can't find any official or unofficial source.
