how to reduce the power consumption from pll in cyclone iV E device?

How about holding the PLL in reset?

thank you. it is a way i can try,though i have to wait for the pll clk lock signal.

The PLL lock time runs after starting the PLL,e.g. after reconnecting the input clock, it hasn't specially to do with reset.
