How to program the FPGA board to select the channel with the largest signal strength

Hello,

I am currently trying to use the Altera Cyclone® IV 4CE115 FPGA, the DE2-115 board for testing. if I have multiple input channels, is there a way to program the FPGA board to select the channel with the largest signal strength compared to the other channel signals?

If so, can you point me to an example on how to do this?
