how to download fpga in a JTAG chain using the USB bytebluaster

In my hardware, there is a jtag chain including 3 IC, MPC3813, and 2 EP3C16F256. The USB byteblaster can detect the Jtag chain, but i can not download fpga code to one of EP3C16F256, it shows the...

How to let the programer know which FPGA i want to download ?

Because the 2 FPGA are the same!
