How do I obtain a Starter Kit Questa License for Quartus Lite (21.1)?

I am currently running Quartus Prime Lite 21.1. How can I obtain a starter kit IntelFPGA Questa license?

I have recently purchase an Arrow CYC1000 and would like to simulate my systemverilog DSP designs.

    New User ;
    SSLC --> Register

    Registered User ;
    SSLC --> Sign in --> Sign up for Evaluation or Free License --> Choose your license (Questa*-Intel® FPGA Starter Edition SW-QUESTA)

    Me too.
    I can't obtain a license file of "Questa - Intel FPGA Edition(includes Starter Edition)", too.

    My procedure is

    1) click "My Intel"
    2) click "Intel® FPGA Self Service Licensing Center"
    Web page change to "Intel Partner Alliance / Account Required"

    (I think it's probably seeing a different page.)


    [Ideal] SSLC --> Sign in --> Sign up for Evaluation or Free License --> Choose your license (Questa*-Intel® FPGA Starter Edition SW-QUESTA)
    [Real ] SSLC --> Sign in --> Sign up for Evaluation or Free License --> Intel Partner Alliance / Account Required.

    What can I do?

    This doesn't work for me neither. SSLC just won't come up. I'm new to my company so I created a new account with my new business email. Is this possibly why SSLC won't come up? QuestaSim Starter Edition (or whatever it's called now) is still free right? Why is this so ridiculously complicated?
