I can write pof file into flash, but i can't configure the fpga correctly. What's the problem? Is it the pof file not corret? or the locig is wrong?

Honored ContributorFirst, can you load the SOF file into the FPGA and does it work as expected?
If yes, then your pof file is mostlikely good, so your loading logic might be wrong. The Altera WEB page has some self guided trouble shooters to help you out. Cross check all your pull up resistors, etc.
