there should be a factory default load that would have a NIOS running with a sample C program flashing to LEDs and doing something with the 7segs. You usually control which program to load via some dip switch somewhere. Have a look through the DE0 manual

PS. I have no experience with the DE0 or DE2, but this has been the case on other altera dev boards Ive worked with.
