HELP! How to configure multiple fpga with single epcs

There are two FPGA in my design, with different code. I can control the sequence of power on. I want to offer program with only one EPCS flash.

Is it available? How to do that?

And can FPGA read from flash address which is not start from address 0x0?

please don't question why two FPGA and single flash are used. thanks.

    I don't know wich device you work, but for cyclone iv take a look at this device hand book, chapter8:"configuration and remote system upgrades in cyclone IV devices", section: "multi device AS configuration" and figure 8-3
