hello , i hope you are doing well, i'm mustapha from algeria and i have a project to do , it's about image and video processing , i take a picture by a camera in real time and i use the board de2 to display it on the screen , after that i do some functions like using filters , convolution and others , i must use the decoder adv7181b of de2 , i need help for that because i'm a begineer, if you have time can you help me , thank you.

This forum will help you with specific questions, but we cannot do your work for you.
The DE2 comes with a series of examples (see Terasic site = supplier of the board) there you can find a starting point for your project.
