fpga is getting heated unusually

My cyclone 3 starter kit is getting unusually getting heated up. Even before I burn the code into it, its getting heated in a few seconds as soon I switch on the power. Can someone tell me wha...

The problem is, by the time I power ON the board to do the factory reset procedure('Programming the Flash Device' section on page A-5), the FPGA is getting heated. i.e. in 3 seconds. So I'm afraid if the transistors will get damaged by then.

What do I do ?
