Finding SATA IPs may indeed be difficult, and you will need a decent CPU power to handle the SATA drives and filesystem, especially if you require a high bandwidth. I'm not sure an FPGA is the ideal component for this task and you may have to look for a hardcore CPU instead, preferably one that already has those interfaces.
