well, no FPGAs have analogue inputs - you will need ADCs for that. And I dont think there are many dev boards with that many analgue inputs. So you'll have to build a custom board.

But from a logic perspective its rather simple. The cheaper cyclones or maybe even a max 5 should be ok.
