Use FIR Compiler II for Cyclone V.

Looking at the front page of FIR Compiler it's says it's scheduled for obsolescence. So it will not be supported on the newer families.

I tend to write my own FIR's based my own requirements anyway, because it gives me more flexibility and more portability. So I haven't used either in awhile.
