Fast switching signal output

Hi, i'm a student. I'm using Altera De2 Board with Cyclone II and Quartus II tool.

1) In my project i have an output that switch fastly. The output pin don't follow it. In the oscilloscope i don't properly see the real signal .

How can i tell to Quartus that the signal is fast ?

2) Another problem. I have on the board an oscillator at 50 Mhz. I want to multiplicate the frequency without using the PLL (ALTPLL MEGAFUNCTION). Is it possible? Is the clock programmable?

    1) how fast is your signal? If you decrease the frequency, do you see it on the oscilloscope?

    1) isn't a Quartus or FPGA problem. 50 MHz is send reliably with any availble FPGA I/O standard.
