I face the same problem in New Cyclone III EP3C25F324 starter development board, when I try to start Board Test System I get a message "could not establish jtag connection between the board and control panel"

I am using cyclone 3 starter kit 12.0.0 and quartus web edition 12.0sp2, with Altera usb blaster properly installed.

As I am using it first time so, also tell me how to configure the board with correct programming file.

Any suggestions?
