Have the same problem. New Cyclone III 3C25 evaluation kit, but when I try to start Board Test System I get a message "Could not establish JTAG connection between the board and control panel"

I tried reprogramming the FPGA with the .sof-file provided in the Starter kit, but this did not help.

Any suggestions?
