Ethernet not receiving packages when running on Linux 4, Arria 10 based board.

Hi. I'm having problems with running an Arria 10 based board with Linux 4.

When running the system with Linux 3 it's working. after moving to Linux 4 the Ethernet is not working. it's look like it's not receiving any packages.

Same board with same hardware just the Linux version is different.

Any ideas?
