Error (163103) : Can't pack LABs

Can someone help me with this error please...

i am using a MAX7000AE EPM7256AEQC208-7 with a total macrocells of 256. my code synthesizes up to 209 macrocells (that's 82%). however, this error (error (163103): Can't pack LABs) occurs when compiling the code.

please help.
