I hope this question is for support of an old design and not for a new design. I used the EP1800 in the late 1980s using A+PLUS before I upgraded to the MAX5000 family using MAX+PLUS (non-Windows software) and later MAX+PLUS II. As I recall, Cypress was the company that took over the "Classic" family after that. You might find information searching for "EP1810", a later variant than the EP1800.
From the Classic EPLD Family section in the Altera 1999 Device Data Book:

Altera Logic Programmer card (goes in the PC) with a Master Programming Unit and an EP1800 device adapter that plugs into the MPU. Also programmers from third parties like Data I/O.
It was supported by MAX+PLUS II. You might need a very old version though.
