EPCS16SI8N Part markings

I have a question about the part markings. On the second line of the part markings the first (bottom left) letter is an "S". I am being told by my engineer that the second line should always start ...

But they only identify assembly site

“9” = Malaysia

“B” = Amkor Philippines

“Z” = Morocco

but no "S"
