epc2

i am using epc2 configuration device with cyclone1 fpga,i want to know if the configuration pins of fpga (data,dclk,config_done......) have the same voltage level of the bank ,and if so am i forced to program these banks at 3.3v as VIH minimum of the configuration device is 2v?
