"Downloading ELF Process failed" Error

I am building a simple system involving a SDRAM on the DE2 board. The setup worked on the linux version of QuartusII 10.1. Now I am porting it to windows version 11.1, but I am encountering a few problems.

The same setup compiles in Quartus no problem, but when I try to run hello_world in NIOS, i would get an error that looks like this.

How could this be fixed?
