Honored Contributoryes, the file mentioned is just the service pack. you can usually tell by the size. i think only the Web Edition Service Pack installs a full version + service pack, Subscription Edition Service Packs are normally a patch.
if you go to the Download Center, and choose Quartus II Subscription Edition and 10.0 from the selector box, then scroll down to Individual Components, you can download the large single file installers using the web-based download manager. if that doesn't work for you, there are some instructions toward the bottom of the page that have plain link to the single file download using the Download Center looks like it uses Akamai links, it should be faster than the FTP
