Destruction of device on programming.

We have many times successfully programmed four MAX3000 devices powered from 3.3V in a series JTAG chain, using a buffer (74HC244) itself powered from 5V. This is using the USB Byte Blaster.

We have now used the same system, but with only one device in the chain, but this has resulted twice in failure of the device after programming. (Quartus errors with "can't access JTAG chain") on further programming attempts and the current consumption rises significantly.

Is there a known problem here? Is it OK to 5V program one device only powered from 3.3V?

    5V is WAY above what the device will support, even for a short time.

    I guess that the quad load on the original board dropped the voltage sufficiently to let the devices survive.
