Make sure the jumpers shown below are configured in the factory default settings: https://www.alteraforum.com/forum/attachment.php?attachmentid=14406 https://www.alteraforum.com/forum/attachment.php?attachmentid=14407 https://www.alteraforum.com/forum/attachment.php?attachmentid=14408 https://www.alteraforum.com/forum/attachment.php?attachmentid=14409 Put these DIP switches in the factory defaults as shown above and then try configuring the FPGA. It should work.
