Cyclone IV Programming

Hi I have a board with EP4CE622C8. I pull up CONF_DONE, nCONFIG and nSTATUS by 10K resisters. MSEL0,1,2 and nCE pins is connected to GND. According to datasheet Cyclone IV E , I connect Jtag to FP...

Thanks for your answer. At first I want to program the FPGA by JTAG that in this case all MSEL pins are ignored; then I want to use EPCS16. Now I select MSEL[2..0]=010; while the usb blaster is connected the chip isn't recognized by programmer!
