Cyclone-IV E USB Blaster JTAG header VCC(TRGT)

Hi,

I was given a link from Altera as below where it is mentioned two separate tables for Rev A/B & Rev C USB blaster cables...But which parameter from the table will distinguish between Rev A/B & Rev C USB cables which will address non compliance to VCC(TRGT)=3.3V.
