Refer to the 'JTAG Configuration' section of:

For VCCIO voltages of 2.5V and above, the USB-Blaster must be powered by VCCA - 2.5V (figure 8-23).

For VCCIO voltages below 2.5V the USB-Blaster is powered by the VCCIO voltage (figure 8-24).
