You have to find a way to change the VCCA connection, otherwise the device is kept in reset. Without knowing your exact board layout, it's difficult to see if there's a possible workaround.

The datasheet clearly specifies a VCCD_PLL voltage range. 2.5V must be expected to damage the chip, because it exceeds the absolute maximum rating of 1.8V.
